If so, consider applying to the City of Harrisonburg Public Works Department's General/Program Supervisor - Street Maintenance position!The General/Program Supervisor - Street Maintenance is a full-time position with benefits and a preferred hiring range of $24.94 - $28.68 per hour (equivalent to $51,875 - $59,654 annually); however, an exact salary will be determined based upon candidate qualifications and in compliance with City policy. The ideal candidate for this role will participate in a variety of departmental operations while leading employees on the City and Public Works Department's mission, vision, and values.As the General/Program Supervisor - Street Maintenance, you will:
    • Plan, oversee, and supervise street maintenance activities, such as pavement, curb and gutter, sidewalks, guardrails, bridges, storm sewer systems, and retaining walls;
    • Determine need for repairs, maintenance, or construction;
    • Assist in providing cost estimates for repairs, installations, and maintenance;
    • Oversee small construction projects;
    • Plan, oversee, and supervise daily work activity reports through the CityWorks or similar system;
    • Ensure that all equipment, labor, and materials are accurately entered, reported, and accounted for appropriately;
    • Respond to service requests in a timely manner;
    • Develop, prioritize, and implement project plans through the CityWorks or similar system;
    • Ensure that proper and adequate equipment, materials, and staff are available to complete assigned work projects and tasks;
    • Seek the appropriate level of input and direction from immediate supervisor, project manager, and/or colleagues pertaining to project plans;
    • Oversee the Public Works MISS Utility marking program;
    • Perform MISS Utility call-in requests and possesses the general understanding of Virginia Underground Utility protection rules and regulations;
    • Oversee staff in the performance of underground utility excavations and ensure that all rules and regulations are followed;
    • Possess general knowledge of City procurement procedures and authorize division procurements within the scope of authority;
    • Adhere to and train staff on the City and Public Works Department mission, vision, and values;
    • Establish appropriate safety practices for personnel in public buildings and personnel under supervision at work site;
    • Adhere to and oversee appropriate safety practices for personnel under supervision, including performance of routine safety inspections of work areas, jobsites, and work facilities;
    • Direct, train and inspect the work of staff, including evaluating employee performance, maintaining personnel training certifications, and preparing and maintaining personnel and attendance records;
    • Demonstrate support of equal opportunity through actions and decisions made in relation to recruitment, selection, hiring, promotion, transfer, demotion, discipline, and termination of those under direct supervision;
    • Act as a lead snow and ice removal supervisor and assist with the yearly planning activities.Minimum QualificationsMinimum Requirements:
      • Associates/Technical degree with coursework in engineering, or related field and extensive (6 or more years) experience in maintenance, construction or utility work including considerable (3-5 years) supervisory experience, or an equivalent combination of education and experience.
      • Possession of or the ability to obtain a Commercial Driver's License (CDL) Class B with Air Brakes within 6 months of hire date.
      • Possession of or the ability to obtain Virginia Department of Transportation Intermediate Work Area Protection certification within 6 months of hire date or as scheduling permits.
      • Availability for off-hours emergency response as needed.

        • Thorough knowledge of:
        • The methods, materials, tools and equipment used in public works and utility construction, operation, maintenance, and repair;
        • Hazards and safety precautions associated with type of work assigned;
        • Applicable codes and pertinent inspection and safety requirements;
        • Skill in the use of hand and power tools of the trade;
        • The ability to:
        • Follow oral and written instructions;
        • Work from sketches, blueprints and drawings;
        • Recognize and diagnose problems;
        • Make time and materials estimates;
        • Maintain records;
        • Plan and supervise the work of others;
        • Establish and maintain effective working relationships with subordinates, associates, vendors, and the general public. The selected candidate for this position will be subject to the following screenings and must receive satisfactory results:
