Duties The Virginia Department of Education is looking for a
Program Manager for Budget & Finance to provide technical support
in the development, execution, and monitoring within the Budget &
Finance Team, as well as various services and information to
internal and external audiences in support of agency operations.
The Program Manager would be responsible for the following duties:
Build and manage project plans, timelines, and milestone trackers
for agency-wide priority initiatives. Prepare weekly or monthly
initiative dashboards with clear status indicators (on-track,
at-risk, off-track), decision needs for senior leadership, and
recommended actions informed by office subject matter experts.
Manage the SPCC Program for the Division to include all monthly and
yearly reporting, ongoing monthly and yearly training for users and
approvers, yearly reviews of program for DOA certification. Manage
Appropriations in section 124 of the State budget to include but
not limited to completing GANs, reviewing scope of work, requesting
quarterly progress reports, and tracking reporting. Manage Locality
audit report review yearly compiling and reviewing data with Deputy
monthly, to ensure to be in compliance with External Auditors and
federal monitoring agency requirements, and single audit
requirements Draft briefing materials, prep memos, talking points,
and follow-ups to support high-impact leadership moments. Oversee
the SOP review yearly for all sections of Budget & Finance,
ensuring the work gets completed and combined prior to ARMICS and
Audit requests. Oversee the COOP plan review and delegation of
responsibilities as it stands for the Budget & Finance Team.
Collaborate with the Operations Branch to identify new technology
solutions that improve efficiency, reduce bottlenecks, and
modernize operations. Minimum Qualifications Proven experience in
project management, operations, or executive support in a
fast-paced environment. Strong organizational and systems skills;
ability to track many initiatives with precision. Comfort with AI
tools and modern productivity software (e.g. project boards,
workflow automations, digital dashboards). Excellent written and
verbal communication skills, with the ability to translate
complexity into simplicity. Additional Considerations Ability to
design workflows, templates, dashboards or operational tools to
